Thanks for writing. The competition welcomes submitters from around the globe.
However, individuals or organizations are not eligible if they are based in a nation, state, province, or territory where U.S. or local law prohibits participating in the competition or receiving a prize. This includes individuals, who are residents of, and organizations domiciled in, Puerto Rico, Cuba, Sudan, Iran, North Korea, Syria, Italy, Myanmar (formerly Burma), and other countries designated by the United States Treasury's Office of Foreign Assets Control.

While Italy is not specifically excluded via the United States Treasury's Office of Foreign Assets Control, we would encourage you to check with your local authorities about the local laws around participating in the global competition or receiving a prize.
For reference, the Official Rules state that:
E. The following individuals, teams, Organizations, and Large Organizations are not eligible regardless of whether or not they meet the criteria set forth above:
(i) Individuals who are residents, or Organizations domiciled, outside the United States who are prohibited from participating in this Competition or receiving a prize by the laws of the United States or the nation or U.S. State or territory where they are resident or domiciled; such territories include Cuba, Sudan, Iran, North Korea, Syria and any other country designated by the United States Treasury's Office of Foreign Assets Control.

I remember there was some limitations for Belarussian organizations about political reasons...
